Promote assistant health officers, Cuepacs urges Govt


KUALA LUMPUR: Cuepacs is pushing for environmental health assistant officers, who are degree holders, but have remained stagnant at non-executive levels to be upgraded.

“Currently, there are 175 environmental health assistant officers who are degree holders, rightfully eligible for job promotions and salary increments but they have remained stagnant in non-executive grades.

“The Government should understand that the expertise and skills of these assistant officers are an asset to the Health Ministry,” said Cuepacs president Omar Osman.

He said this at a Health Inspectors’ Union representatives seminar here yesterday where three resolutions were passed to be presented to the ministry soon.

Omar said currently, the assistant officers are in the U29, U32 and U36 grades and at non-executive levels.

“There should be a review of these grades for degree holders to U41 and U42, which are considered executive levels,” he said.

The promotion from non-executive to executive for degree holders, he said, would have a positive impact on their allowances and basic salaries.

“This will in turn encourage them to accept a posting to other states, helping to increase the number of district health officers.

“Just imagine, for a country that is rapidly developing, we only have 136 district health officers,” said Omar.

The second resolution called for a stop in employing civil servants on contractual basis by 2011 to strengthen employer-employee loyalty and spur productivity.

Omar said there were about 30,000 contract workers in the civil service and many of them were worried about job security.

The third resolution called for the formation of a Legal Inspectorate Unit to provide comprehensive job descriptions and job scopes for health officers.
